Pilot of the Scorecard Addendum on Displacement
On the 26, 27 and 28 September, the Council of Governors (CoG) and the PDD Secretariat, in collaboration with the UN Office on Disaster Risk Reduction (UNDRR) and the Norwegian Refugee Council in Geneva convened a pilot of the “Scorecard Addendum on Displacement” in Mombasa, Kenya.
The event represented an opportunity to test the “Scorecard Addendum on Displacement” tool – a methodology to assess capacities to include displacement issues and actions in local Disaster Risk Reduction Practices. The tool provides guidance to ask questions specifically focusing on displacement, which complement the broader assessments exercises on Disaster Risk Reduction cities can carry out with tools developed under UNDRR’s “Making Cities Resilient” Campaign.
The event was attended by about 35 representatives of the Mombasa, Garissa, Homa Bay and Kisumu counties, alongside staff from the Kenya Red Cross, International Organisation for Migration – Kenya, and the Global Network of Civil Society Organisations for Disaster Reduction, in addition to a large delegation from specialists from different sectors in the CoG.
During the event, the participants familiarised themselves with the tool and were able to test it to assess relevant capacities in their respective counties. Participants also provided feedback that will improve the tool for its future implementations.
The consultation is part of a process, supported by PAMAD, to assess and strengthen capacities on disaster displacement in Kenya – as well as to provide a solid assessment methodology for local governments all over the world. Mombasa participants were able to identify key local priorities for action, while in other counties PDD and CoG will support follow up assessments and action-planning exercises.
