Virtual Launch of the Disaster Displacement Addendum to the City Resilience Scorecard

On 25 February 2025, the International Organization for Migration (IOM), the United Nations Office for Disaster Risk Reduction (UNDRR), the Internal Displacement Monitoring Centre (IDMC) and the Platform on Disaster Displacement (PDD) conducted two virtual launches of the Disaster Displacement Addendum to the Disaster Resilience Scorecard for Cities. 

Published in 2017, the Disaster Resilience Scorecard for Cities provides a set of assessments that allow local governments to assess their disaster resilience, structuring around UNDRR’s Ten Essentials for Making Cities Resilient. It also helps to monitor and review progress and challenges in the implementation of the Sendai Framework for Disaster Risk Reduction: 2015-2030.

The Disaster Displacement Addendum was developed to complement the Scorecard by supporting the assessment of local government capabilities to design, formulate and implement policies, plans and actions for addressing disaster displacement in disaster prevention, preparedness, response, and recovery.  It has been tested in multi-stakeholder workshops, involving national and local actors, in Trinidad and Tobago, Iraq, Brazil and Kenya between 2022 and 2024.

Event Outcomes

The primary outcome of the virtual launches was to help participants recognize the added value of implementing the Addendum to improve local DRR planning, prevent/prepare for displacement, and strengthen community resilience by leveraging available resources and in synergy with ongoing national/local DRR initiatives.

The virtual launches oversaw a total participation of 621 people from approximately 80+ countries. Mr. Atle Solberg, Head of the PDD Secretariat delivered opening remarks in the morning session and Mr. Lorenzo Guadagno, Projector Coordinator of PAMAD presented on the lessons learnt while rolling out the Addendum including the Training of Trainers conducted in Kenyan counties in November 2024 and the next steps that participants could take for ensuring proper utilization of the Addendum and available resources.
